SAN DIEGO, August 9, 2018 | Elizah, 62, an Army veteran and former truck driver, who didn't want to give his last name, sits in his makeshift tent made of tarps next to the I-5 freeway in downtown San Diego on Thursday evening. After camping in this hidden location for a month and a half, Elizah, who says he's been homeless for nine years, found a notice next to his tent from Caltrans saying that he has to be out by Sunday.
